What was the fee of "69.99" for?
Possible scenario:
Are you in California? If so, if you are using 2018 desktop software, and chose to pay the state efile fee out of the Federal refund, you would have a state efile fee of 24.99 plus a fee for Premium Services of 44.99 (required for that payment method), which would total 69.98. Is that your situation? If so, and if your Federal refund was delayed, then after a certain length of time, TurboTax would start emailing you bills, and if not paid, they debit your bank account as DoninGA explained above.
