The amount withdrawn from your IRA is taxable regardless of what it is spent on. You will need to report the 1099-R you have received just as you have received it. It will be 100% taxable.
As far as the loss due to fraud - casualty and disaster losses are now limited to federally declared disasters. So losses due to theft are no longer deductible. However, if you invested into a legitimate investment that turned out to be fraudulent you may be able to deduct the loss as the loss on an investment that became worthless.
In order to do this you would need to be able to prove that you invested the money into what appeared to be and what you believed to be a legitimate investment that would have been a taxable event if it had generated income as a result of activities or sale.
Then you would also need to be able to prove that there was an event that rendered the investment worthless such as a bankruptcy or arrest or a shuttering of the business. In other words, you have to show that this was a legitimate investment and not just someone stealing from you.
If you can prove all of that then you enter this as the sale of an investment into your tax return. You would enter it as though you had received a 1099-B for the sale of this investment, entering the name of the investment and the date that you invested as the date of purchase and the amount that was invested as the purchase price. You would then enter the date of the event that proves the investment is worthless as the sale date and the sale price is zero.
Be sure to maintain any records of this investment in case there are questions in the future.
If it wasn't a legitimate investment and the money is just gone then there is no way to deduct it on your taxes. Happens to folks all the time, don't beat yourself up too much. Good luck!

According to the IRS Instructions for Schedule K-1 (Form 1041) Box 11, any non-miscellaneous excess deductions may be reported on Schedule A. Where you report these deductions depends on the breakdown provided by the fiduciary.

On your Form 1040 SR, line 6a is the amount of Social Security benefits and line 6b is the amount of the benefits that is taxable. These lines should never be equal to one another as only up to 85% of Social Security benefits are taxable. If you are using desktop TurboTax, you can view the Form 1040 by clicking on Forms in the blue banner at the right, then selecting Form 1040 on the list on the left side of the screen. If you're using the online version of TurboTax:
Click on Tools on the left side menu, then Tax Tools right below Tools.
On the Tools Center pop-up, click View Tax Summary
Click Preview my 1040 on the left side menu where you will be able to see lines 6a and 6b on your Form 1040.
Click Back on the left side menu when you are ready to return to the input sections of TurboTax.
If you still feel that the taxable amount of Social Security is incorrect, you could send us a diagnostic file which is a copy of your tax return that has all of your personal information removed. You can send one to us by following the directions below:
TurboTax Online:
Sign into your online account.
Locate the Tax Tools on the left-hand side of the screen.
A drop-down will appear. Select Tools
On the pop-up screen, click on “Share my file with agent.”
This will generate a message that a diagnostic file gets sanitized and transmitted to us.
Please provide the Token Number that was generated in the response.
TurboTax Desktop/Download Versions:
Open your return.
Click the Online tab in the black bar across the top of TurboTax and select “Send Tax File to Agent” *
This will generate a message that a diagnostic copy will be created. Click on OK and the tax file will be sanitized and transmitted to us.
Please provide the Token Number (including the dash) that was generated in the response.

Do not try that using the account and user ID you used to prepare your own return that you filed or you will destroy your return.
When you use online TurboTax software you get one return per fee.
Each return needs its own email, account and user ID. If you use the same account and user ID for a second return, the second one overwrites the first return and it is lost forever.

The desktop download software is much better suited to creating "dummy" returns to try out various scenarios.

That is how many days you rented out your property. I typed in 365. At the end I click the transmit the e-file to both federal and state tax returns. The program went to “check this entry” again. I typed in 365 again. The transmission of the e-files failed again. Like infinite “Do Loop”. It must be a simple correction of the program I guess. Thank you so much for your help.

The same thing happened to me today. I've been using the same Turbo Tax Standard Desktop version for over 10 years and this never happened. I have searched all the hard drive and OneDrive files. I also looked in the recycle bin and no traces of them. I even made PDF copies and those are also gone. I have windows 11 and the only place I see a trace of them is in the start menu Recommended section. I see the full path but when I click the file it says it has moved or been removed. The whole folder I created in the application has disappeared. Something strange is going on with this version. Was it the first time you opened the application that this happened? I'm starting to think it may have something to do with Windows ransomware protection?

I suggest you delete the Form 1099-DIV that is not populating in the foreign tax credit section and re-enter it. I tried what you described and both forms showed up in the foreign tax credit section.
