This is not broken. The question that @MarilynG1 has posted above applies to the entirety of form 5695, including line 32a. If you answer that question that you share your home then the system will divide the credit.
Let me ask you - have you filled out all of the information on the screen below?

You can enter the date you want the taxes to be paid. The balance due is from the Form 1040 Line 37 so cannot be entered by the user.

Do you see the same lots in PDF/CSV/XML? I don't see those in the CSV/XML, they just summarized the 2 rows in these 2 formats and that's all I see when imported. PDF has everything.

Tried again with March 2 update that just became available -- still won't transmit. While I believe you about the City of Portland not accepting the form yet, why does the software indicate that the Portland ARTS form is explicitly ready for e-file and only errors out on the transmission? If I have to file this form on my own, I'll be compelled to ask for at least a partial refund of the Oregon $25 e-file fee (which is already obscene).

I called TT tech support. I was told to delete instead of edit the Schwab connection. Then add a new link by choosing Schwab in the next couple of screens. Can't take screen shots but once you've deleted the link that asks to review, it works normally. Or did for me. I thought I was finished. Filed the taxes only to have it rejected for a TT glitch that will supposedly be fixed on Thursday.

The Federal Information Worksheet, Part V, will not let me enter the "Balance-due amount from this return". Nor is it automatically carrying forward Form 1040, line 37 ("This is the amount you owe"). The box to select direct debit has been checked and the bank routing and account numbers are correct. The filing instructions show that the federal return will be electronically filed, but that I must mail my balance due with a check and payment voucher, 1040-V. I also have a balance due with my state return, but did not have this problem with the state return. I am using TurboTax Premier desktop.

In the Retirement Savings Contributions Credit interview in TurboTax, you are asked to specify what kinds of distributions did you have since 2022. I can see a number of reasons why TurboTax has to ask you this, rather than figuring it automatically as you suggest:
TurboTax does not maintain a database of previous distributions, so TurboTax was required to ask about distributions for 2022, 2023, and 2024.
There are also a large number of distributions that are not permitted to be listed on the 8880, line 4, such as
distributions that were actually rollovers,
distributions that were actually a loan from a qualified employer plan,
distributions that were actually the withdrawal of excess contribution, and so on.
It would be difficult if not impossible for TurboTax to know these requirements based on the information that it already has; hence, TurboTax asks for specific entries for the 8880 so as to avoid mistakenly including inappropriate distributions on the 8880.
Please see the instructions for line 4 on page 2 for form 8880.

Business expenses should definitely be rounded by the software, because the IRS does not accept decimal values on a tax return. TurboTax automatically takes care of rounding income and expense amounts to the nearest whole dollar for you. This warning only comes up in the context of business expenses, because the software wants to double check that you're entering valid accounting/bookkeeping entries, and not any estimated expenses for the year. If you have a mix of expenses and fees that were dollars and cents or flat dollar rate, you can ignore this warning and enter everything as you have it down in your records.
