In the Personal Info section, you can leave her info, but indicate that she is 'deceased'. You'll be asked if you're preparing the return for a deceased person. If she's getting a refund, TurboTax will prepare Form 1310 for you to receive it.

You are entering that it was BASED on 2023, not that you RECIEVED it in 2025.
You only report the income you RECEIVED in 2025 on your 2025 Federal Return.

You enter that it was FOR 2023, because
1. The inflation Rebate is based on your 2023 income
2. If you have a state refund for tax year 2024, you can enter that 1099-G without it being added to the Infraction Rebate amount.
The 1099-G for the New York State Inflation Refund Check can be entered as a New York State refund in the TurboTax program.
Income Other Common Income State and Local Tax Refunds on Form 1099-G START or UPDATE
Select the "Tax return year" on the "Tell us about the refund you received in 2025" as TAX YEAR 2023
Enter zero for "Payments and Withholding"
Enter the amount that you received which is reported on that 1099-G
Select NO for the "Let's check if your 2023 New York refund is taxable" screen
Once the NO radio button is selected a drop-down opens and you can enter the taxable amount which is the full amount reported on that 1099-G.
If you also receive a 1099-G for a 2024 state tax refund, that can be entered separately from this 1099-G. You will attribute the "inflation refund" check to tax year 2023 and the State refund (if you received one) to tax year 2024.
This is the first year New York has issued a payment like this. There is no one dedicated screen to enter this 1099-G in the TurboTax program.
Technically the New York State Inflation Refund Check is NOT a refund of tax. It is similar to an Earned Income Credit in so far as it is based on the Taxpayer's income, in this case their 2023 income, regardless of whether they itemized or used the standard deduction.
It is not taxable on the state return, but is taxable on your federal return.
Some answers you give the program are answers to make the program put the numbers where they need to go, they are not answers that are transmitted to the IRS.
The amount of the New York State Inflation Refund Check will be reported on Schedule 1.
The total on Schedule 1 is carried forward to Form 1040 line 8.

Uncommon situations? Select a portion of these dividends is US Government Interest
Enter the amount from US Government - your brokerage has the percentage in the detail pages.
Select the 1099-INT causing concern, edit
Proceed through and ensure box 3 is properly filled in
Go back to your state return to pick up the changes.
All states are required to exempt US Government Obligations.

Trying to download 1099 from Schwab - everything seems to work -get the message "Success! We got your tax data. You can now return to TurboTax." - go back to Turbo tax and I have the same screen as before and no 1099 data. If I choose "continue" I start the whole process over and get the same result. If I hit "Skip Import" it wants me to type the stuff in. Turbo tax says it has my info, why is Turbo Tax Premier not doing something with it?

I guess you had it right when you started with opening by saying you don't understand. 🙂 I'm not exactly losing sleep over it either, but it is at best annoying that it is unreasonably delayed, combined with poor information from the company. Often people have good reasons to want to get their tax return filed ASAP, that might not be on your radar. Beyond getting a refund, there is minimizing the risk of identity theft, also just getting it over with as soon as the statements arrive because of impending surgery or travel or both. Now we have both enjoyed and suffered with TurboTax since 2007, and it's pretty hard to change, but eventually there will be a straw that might send us to H&R Block instead...

Filed an Arizona full-year resident personal income tax return for tax year 2021; Claimed at least one dependent tax credit on your tax year 2021 return; Filed your 2021 tax year Arizona personal income tax return as the only taxpayer on your single, married filing separate, or Head of Household return, or as the primary or first-listed taxpayer, if you filed a married filing jointly return; and Had at least $1 in Arizona personal income tax liability in tax year 2021, 2020, or 2019."
If you don't meet the requirements listed above, you did not get the rebate.
