Q. If a state tax refund is not taxable, why is there even a place to enter it in TurboTax (TT)?
A. Sometimes a state refund is taxable, so TT has to accommodate that situation.
Q. When does that occur?
A. When you previously deducted the refund amount. Using an example:
During 2024, your employer withheld $1000 in state tax and that was shown in box 17 of your W-2. So when you filed your 2024 FEDERAL tax return, in early 2025, you deducted that $1000, as an itemized deduction. But when you filed your 2024 state return, you got back $100, because your state tax bill was only $900. That $100 is taxable income to you on your 2025 tax return.

Box 12 is informational. Since there isn't a dropdown for code TT currently, enter all of the other information from your W-2. Continue through the interview and you will be asked if you have any uncommon situations, including overtime. Select that you have the uncommon situation of overtime, then a series of questions will be generated.
On the screen "Let's see if your overtime qualifies as tax-free," select "No help needed—I know what to enter." You'll then be asked if you are an exempt or not an exempt employee (exempt employees are not eligible for the overtime deduction). Now, you can enter the deductible overtime.

In order to claim tips, as a self-employed individual, you must have income reported to the IRS on a 1099-K, 1099-NEC or 1099-MISC. The new law only applies to tips that are reported to the IRS. If they are not reported to the IRS on a form other than your Schedule C, you cannot claim them.
This means that if you enter your income as cash or checks and it was not reported on one of the forms to the IRS, you cannot take the deduction.
Taxpayers may be able to claim a deduction for qualified tips paid to them in 2025 that are included on Form W-2, Form 1099-NEC, Form 1099-MISC, Form 1099-K, or reported directly by them on Form 4137.
If you did receive a 1099, that included tips, then you would need to enter it separately from the rest of your income to be able to take the No Tax on Tips deduction.
In order to claim tips, the following must apply:
The tips MUST be reported. If they are not reported on a form to the IRS you cannot claim them for the no tax on tips deduction.
If employed they need to be reported on your W-2 or form 4137
If self-employed, they must be reported on a 1099. If you received them as cash, they are not deductible.
Your income must be below $150,000 if you are single or less than $300,000 if Married Filing Jointly. Above these amounts, the deduction starts to fade out and is not available at all for those with income over $400,000 for single and $550,000 for Married Filing Jointly.
You can not claim this deduction if you are Married Filing Separately
You receive tips from an occupation that normally and customarily receives tips
Self-employed, deduction may not exceed individual’s net income, without regard to this deduction, from the trade or business in which the tips were earned.

If you used itemized deductions for your 2024 tax return, then you should amend that return to remove the property tax amount that was not paid until 2025. If you used the standard deduction in 2024, then you would not need to amend it because the property tax did not affect your tax return.
You should not try to fix it on your 2025 tax return as an alternative to amending the 2024 return because you would just be cheating yourself out of an extra deduction amount for 2025.
Amending returns for honest mistakes is not likely to cause any red flags with the IRS. It is quite common to file an amended return to make corrections or add something that was missed.

I have the same issue. This is unacceptable at any level. Intuit should have the capability to fully release all required forms before selling the product to customers. This basic expectation has now turned into widespread frustration, and the issue remains unresolved even as we are 14 days into the tax filing season.

Q. Since I am not claiming any of the tax credit, and I am certain the 1099Q money is used for qualified education expense, can I just forgo these forms?
A. Yes.
The 1099-Q is only an informational document. The numbers on it are not required to be entered onto your (or your student's) tax return. The interview is complicated and it's easy to make mistakes. Avoid it if you can and you can.
You can just not report the 1099-Q, at all, if your student-beneficiary has sufficient educational expenses, including room & board (even if he lives at home) to cover the distribution. When the box 1 amount on form 1099-Q is fully covered by expenses, TurboTax will enter nothing about the 1099-Q on the actual tax forms. But, it will prepare a 1099-Q worksheet for your records (you don’t need it). Some people would still have to do the math to see if there were enough expenses left over for them to claim the tuition credit. You also cannot count expenses that were paid by tax free scholarships.
References:
On form 1099-Q, instructions to the recipient reads: "Nontaxable distributions from CESAs and QTPs are not required to be reported on your income tax return. You must determine the taxability of any distribution."
IRS Pub 970 states: “Generally, distributions are tax free if they aren't more than the beneficiary's AQEE for the year. Don't report tax-free distributions (including qualifying rollovers) on your tax return”.
"IRS Publication 970, Tax Benefits for Education states: If the entire 1099-Q went to qualified expenses, room and board, tuition, etc; then, you do not need to enter the form."
