Here are your questions and the answers for you. The Maryland (MD) return is not required unless you had income from their sources that is not wages.
My questions are - Is my Maryland employer correct in how they list my wages twice in box 16, one from Maryland and again the same amount in PA?
The employer may think they are correct, however it doesn't seem logical to enter local withholding in the state tax withholding box is definitely incorrect. They can list two states for wages, however with the reciprocal agreement and your form completed it is not likely required. It would have no affect on your tax return when completely correctly as you are well aware by your notes.
On your W-2 entry use only one state wage and tax for Pennsylvania (PA), do not enter any state wages for Maryland (MD). Also, do not enter the MD county tax as state tax withholding. You can enter it in the local tax box if you choose and if you are itemizing deductions.
And is it correct that Maryland county tax is listed in the Maryland state tax box 17? No, absolutely not. The payroll clerk will figure it out eventually, however you can enter your tax return to keep it accurate.
The IRS does not keep or track the state information on the W-2. If you wanted a transcript of a W-2 from the IRS later there will be no state information on it.

Did you already install it on the old computer? Since you now have to log into an Intuit Account when you first install it, all your downloads and licenses are listed there (even if you bought it from somewhere else) so if you need to install it again or install on another computer, even on the other operating system (Windows, Mac) you can download it again. And the download will have all the updates. Sign onto your account here to download the program and to get the license code https://accounts.intuit.com/app/account-manager/productsBilling/turbotax If you can't find your download, use this TurboTax account recovery website to get a list of user ID's for an email address. Run the tool against any email addresses you may have used https://myturbotax.intuit.com/account-recovery After you get the program reinstalled the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW). Enter some basic information, then go to the state tab and download the state program. Then try to open your existing return, go to FILE - OPEN

You will need to enter all of your itemized deductions on your federal return. TurboTax chooses the deduction that is most advantageous for each return. TurboTax also determines what is more advantageous for your NC state return. If TurboTax is also using the standard deduction, it could be that your total itemized deductions might not be enough to make a difference on your NC return.
Before you start fixing your state return, look at your federal return again. Make sure you didn't miss any deductions that could have been included. After you review your federal return, select the State Taxes tab and review the state section. Pay close attention to the information, especially if you have made changes to your federal return. There might be new sections that need to be completed. North Carolina Standard Deduction

Downloaded the install executable from the Turbo Tax website. Went to my downloads folder and double-clicked on "Windows_PC_TurboTax_Download.exe". Turbo Tax completes the installation and asks if I want to "Launch the Program" I select that and then it says, Looks like we've run into an error: We're sorry but we need to close TurboTax....... Then it asked to Send and message or something. Can you help me to get it running. I have a fairly new PC Laptop running Windows 11 and the latest updates have been installed. Thanks
