TurboTax 2024 had me explain a removal of an IRA contribution (before the due date of the return). The statement I wrote appears in the form tree of my return, but indented below Form 5329-T for some reason, and it isn't including it among the pages to be filed with the IRS. Could someone confirm that that's a bug and that I should manually include that page in a mailed return? If not, why would it have me write a statement that it didn't need?   Update: Never mind. It is printing it. It's just not listing it in the outline for whatever reason. Why can't we delete posts?
You didn't mention what state.  If this is Utah, be sure that it is 14 characters and no hyphens.  It should be 11 digits and then ending in wth (in lower case).   Example 12345678911wth   It has ... See more...
You didn't mention what state.  If this is Utah, be sure that it is 14 characters and no hyphens.  It should be 11 digits and then ending in wth (in lower case).   Example 12345678911wth   It has to be that way on all your W-2's and 1099's that have a Utah state withholding ID.   If you already did that, and still getting an error, delete the W-2 (or 1099) and enter it from scratch.  Again, be sure to use lower case for the wth

@sintas  I closed and re-opened Turbo Tax, and everything was OK after that.  It must be a software bug.

Yes, you can choose to file only one state using TurboTax even if you need to file two states.     Just be aware that depending on the reason you need to file the second state that you may need information from the state return not done in TurboTax to accurately complete the one that is done with TurboTax if you are claiming a credit for taxes paid to another state.    
the 2024 return for efile is asking for both AGI's.  my 2023 return only has one listed.  So what do I put in each space?

You do not need to enter anything on your 2024 tax return since Roth 403(b) contributions are after-tax contribution. Therefore, it is not necessary to add anything to your wages. You will get a 2025 Form 1099-R with code 8 in 2026 to report any gains on the excess and this will be entered next year on your 2025 return.  You can ignore the 2025 Form 1099-R with code P and B.   Please see Pub 525 for additional information.

The 10% deduction on your withdrawal are taxes withheld, and not the 10% early withdrawal penalty.   Tax withheld is just an estimated advance payment of your taxes. The final tax amount can only be determined when you fill out your tax return. The taxes withheld serve as a credit against your tax liability. If too much tax was withheld, you'll receive a refund; otherwise, there'll be a tax due.   You have to enter that form 1099-R on your tax return.

You will not enter the building costs as you incur them.  The building will be an asset, so when the asset is put into  use, you will enter all the costs of building the building and then depreciate it over its useful life.  For a commercial building, the useful life is 39 years.
