Taxable scholarship is considered "sourced" in the student's home state. In both cases, the taxable scholarship would be reported only on the NJ return.
Taxable scholarship goes on the student's tax return, not the parent's. If the amount is less than $14,600 ($10K NJ) and that is the student's only income, they do not need to file a tax return.
_____________________________________________________________________________________________-
There is a tax “loop hole” available to claim an education credit, for the parents of students on scholarship. The student reports all his scholarship, up to the amount needed to claim the American Opportunity Credit (AOC), as income on his return. That way, the parents (or himself, if he is not a dependent) can claim the tuition credit on their return. They can do this because that much tuition was no longer paid by "tax free" scholarship. You cannot do this if the conditions of the grant are that it be used to pay for qualified expenses.
Using an example: Student has $10,000 in box 5 of the 1098-T and $8000 in box 1. At first glance he/she has $2000 of taxable income and nobody can claim the American opportunity credit. But if she reports $6000 as income on her return, the parents can claim $4000 of qualified expenses on their return.
Books and computers are also qualifying expenses for the AOC. So, extending the example, the student had another $1000 in expenses for those course materials, paid out of pocket. She would only need to report $5000 of taxable scholarship income, instead of $6000.
The IRS actually encourages use of this technique. From the form 1040 instructions: “You may be able to increase an education credit if the student chooses to include all or part of a Pell grant or certain other scholarships or fellowships in income. For more information, see Pub. 970, the instructions for Form 1040 and IRS.gov/EdCredit". PUB 970 even has examples of how to do the “loop hole”.

Yes, you can still file a tax return for 2019, but if the return shows that you are due a refund then you will not receive it. It is too late to file a 2019 return to claim a refund. If you expect to have a balance due, then you should file the return to stop the penalties and interest from accruing.
However, you will not be able to use TurboTax to file a 2019 return because that version is no longer available for purchase through TurboTax. You can get the tax forms directly from the IRS website, or you may find another source for 2019 tax software.
Here is a link to find the forms from the IRS: Prior year forms and instructions

Your code in box 7 indicates that the distribution was from a Roth IRA. If you are under 59 1/2 you will have code J in box 7. You can withdraw contributions you made to your Roth IRA anytime, tax- and penalty-free. Please make sure you enter your net contributions prior to 2024 in the follow-up questions.
Click on "Search" on the top and type “1099-R”
Click on “Jump to 1099-R” and enter all your 1099-Rs
Click "Continue" on the "Review your 1099-R info" screen after you entered all you Form 1099-R
Answer "Owned Any Roth IRA for Five Years?" screen
Continue through the questions and make sure you enter the net contributions prior to 2024 on the "Enter Prior Year Roth IRA Contributions" screen
On the "Any Roth IRA Conversions?" screen answer "Yes" if you made conversions before 2024
Continue through the questions.
Please note if you withdraw earnings from the Roth IRA then these will be taxed at your tax rate plus the 10% penalty. The distribution from the traditional IRA is taxed at your tax rate plus the 10% early withdrawal penalty. Therefore, your withholdings might not cover all of the tax due depending on your tax bracket.

In what screen?
You should see the loss on Schedule E. Many times for small landlords, the loss will offset other types of income, and you will see that on your Schedule 1, line 5 (flowing to 1040 line 8).
If the loss is not allowed because of income limits or passive activities rules look for a form 8582 to see the carryfoward.
To see the PDFs of the actual forms in online TT see this help article
