I am using the Annualized Estimated Tax option to compute my estimated taxes for 2025. I've used the methods from publication 505 to compute my annualized Estimated Taxes on Worksheet 2-7. Once this is done, Form 2210 has to be completed for filing with my 2024 tax return.  The problem is there is currently no 2025 version of Form 2210, only a 2024 version, which of course has all the dates wrong and a different computation sequence than Worksheet 2-7.  How should I proceed?

The "Federal Tax Liability for 2210 purposes" on your carryover worksheet from 2023 is the figure you need to use. This amount represents your total tax liability for the prior year, which is used to calculate whether you met the safe harbor rule for estimated tax payments.

The plan should send a corrected 1099-R showing no withdrawal.  I would first contact the plan and ask them about this.  If they agree, then you can file your tax return by leaving off the original 1099-R.    If they will not issue a corrected 1099-R, then I can tell you how to handle it if you were to file by mail, but I'm not sure what to do if you were e-filing (because I don't know if the usual instructions for fixing this sort of 1099 issue will work for a 1099-R).   For paper filing, you would leave off the 1099-R.  Attach a copy and a written explanation to your return.   @dmertz  do you have a suggestion how to e-file in this case?   But hopefully the plan custodian will issue the corrected 1099-R.

Federal and state refunds come from completely separate entities,  There is no rule as to which one will come first or how much time there will be between their arrivals.  Some states process returns quickly and some are very slow.   STATE RETURN Make sure your state return was accepted:  https://turbotax.intuit.com/tax-tools/efile-status-lookup/   To track your state refund:       ttps://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-refund/track-state-refund/L3jgO8PGs_US_en_US?uid=lt447ebr https://ttlc.intuit.com/turbotax-support/en-us/help-article/state-taxes/contact-state-department-revenue/L9qVToi02_US_en_US?uid=m6e06um0

If you are asking if you can include your 2023 W-2 with your 2024 income and put it all on the same tax return, the answer is NO.   You cannot combine income from different tax years on the same tax return.   The current online program is only for 2024 tax returns; only 2024 income can be entered on a 2024 return.   If you still need to prepare and file a 2023 tax return, you need to use 2023 software and 2023 tax forms. You cannot change the tax year.   The current online program is for 2024 only.   Only a 2024 return can be prepared online and only a 2024 return can be e-filed.   Online preparation and e-filing for 2021, 2022, and  2023 is permanently closed. Note:  The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac.  It cannot be used on a mobile device.   To file a return for a prior tax year  If you need to prepare a return for 2021, 2022, or 2023  you can purchase and download desktop software to do it, then print, sign,  and mail the return(s) https://turbotax.intuit.com/personal-taxes/past-years-products/ You may also want to explore purchasing the software from various retailers such as Amazon, Costco, Best Buy, Walmart, Sam’s, etc.   Remember to prepare your state return as well—if you live in a state that has a state income tax.   https://ttlc.intuit.com/turbotax-support/en-us/help-article/state-taxes/contact-state-department-revenue/L9qVToi02_US_en_US?uid=m6e06um0   When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as certified mail so you will know the IRS/state received the return.   Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

If the payment was to allow an easement to be installed, then report the 1099-S on schedule D with cost = to proceeds. The amount you got for the easement reduces your tax basis in the property. If it was for something else, I don't understand why a 1099-S would be issued. You would have to contact the issuer for an explanation.
