Yes, that deduction has been extended.  However, until the IRS reviews the changes and updates the forms TurboTax cannot incorporate the changes into the software.

What happens if I file my taxes before the IRS updates the forms and the software gets updated?  Can I go back and amend, and would the software help me do that?

Yes, if you file before the forms are updated, you can go back and amend your return afterward.  You will need to wait until your return has been accepted and you have received your refund if you are expecting one.
