Why is the tuition deduction form 8917 a 2016 version for the $4,000 & not 2017? Form 1040 line 34 has the $4,000 but still says reserved for future use. How can I fix?

If you are e-filing, it is ready and will file as usual.  If you only need to print the forms for records, you will need to come back later to reprint the forms once they are available. If you need to print out the forms to file, you would have to wait until IRS finalizes the forms. 

Please see the following update we receive from IRS:  

The IRS has not yet issued updated forms for print, so when a customer prints their return with Tuition and Fees Deductions,  the line will be marked as “reserved.”  The PDF print version of 8917 for 2017 is not final in TT so it will print the 2016 version (expected to update next week) but e-file is good to go!
