Why doesn't anyone currently qualify for tuition and fees deduction? Is this IRS driven? When will it be resolved?

My Education Deductions Summary states no one is currently receiving this deduction. If I submit now will I need to adjust this later?

Congress did not extend the tuition and fees deduction for 2018. Sorry.

You might still qualify for the American Opportunity Credit, or the Lifetime Learning Credit.
