If your daughter received a 1098-T from her school, and the amount in Box 1 is larger than the amount in Box 5, she could be eligible for a credit. 

Box 1 indicates the amount paid to the school, and Box 5 indicates Scholarships/Grants received.  The difference is the amount of Education Expenses eligible for an Education Credit.

TurboTax should tell you why you aren't eligible for the credit.  There are income limitations that may be affecting you.

Quick follow up on this question, I see another post saying that Tuition & Fees Deduction is not yet approved by Congress for tax year 2018. Does that mean that we cannot claim any deduction related to tuition?

If my tuition was 5000. I paid 1000 and got va benefits of 4000.   Box 1 says 1000 box 5 says 4000.   How is my net education expense zero.  I personally paid 1000? Cash

 

shouldnt box 1 say 5000 then minus the 4000. And we get to the actual 1000?

You claim the tuition credit, or report scholarship income, based on your own financial records, not the 1098-T. In the 1098-T screen, click on the link "What if this is not what I paid the school" underneath box 1. You will then be able to enter the actual amounts paid (in your case enter $5000, that will get you the $1000 net you are allowed)
