This is no longer true. The deduction is now available again. When will Turbotax update their software for 2018 so we can file an amendment?
The Tuition and Fees Deduction was extended through the end of 2019, so you will be able to take the deduction on hour 2019 return.
You may have to wait a bit before amending your 2018 return. These extenders were passed last December. The IRS needed to get out the 2019 forms before going back to work on the forms for 2018.
So, in order to receive the $2000 for tax year 2018, do I need to amend through the 2019 TurboTax? When I try to do it using the 2018 TurboTax, it tells me the form is not available despite that I have updated everything.

In irenes post above it says we can amend a 2018 return, but need to wait a bit. Also, the 8917 form has information to claim expenses from 2018.

This advise is not correct, and the information at that link is outdated. Please read the first paragraph on the new form 8917. The deduction had previously expired after 2017, but was just renewed (including retroactively) end of 2019. So the question now is when Turbotax 2018 will be updated so we can file amended returns?
Deduction extended. The tuition and fees deduction is
extended for qualified tuition and fees paid in calendar years
2018, 2019, and 2020. Don’t claim the deduction for expenses
paid after 2020 unless the credit is extended again. Use Form
8917 (Rev. January 2020) and these instructions for years after
2017, unless a newer revision is issued indicating it is
succeeding this revision.

The deadline for amending 2018 Form 8917 to receive a refund is April 15, 2022.

It's nice to know that the deadline is about 2 years out, however the question was regarding when Turbotax 2018 will be updated. Upon visiting the website referenced in your screenshot www.irs.gov/Form8917 you can see that the latest form says it should be used for 2018 - both on the form and in the instructions. The IRS will not release a 2018-only version for the reasons stated on page 2.

As IRS has not updated its own form 2018 Form 8917, we do not know when the 2018 TurboTax program will be updated, unfortunately.
You can still use the program to manually amend, but it will be a bit tricky. When you print out the Form 1040X, there's a line for adjustments to income. Enter the adjusted amount there and provide an explanation of the reason. Use a 2017 Form 8917 to calculate the amount, since a 2018 form is not available. You can change the date on the form to 2018. Then mail it with the amendment Form 1040X.

I am sorry but your answer is not correct. The IRS has updated Form 8917 and the revised form (January 2020) specifically states that this form should be used for 2018 tax filings. I need to amend my 2018 return but cannot because Turbotax incorrectly states that this form is not available for 2018.
When will Turbotax update the software - I use the online version.

This is a year old question asking about 2018.
At this time we are waiting on the IRS for guidance and revised forms.
