Can I claim tuition expense in 2018 which was paid which was also claimed as billed in 2017?

My daughter's school changed its reporting method from billed in 2017 to paid in 2018.  Can I use the tuition reported as billed in 2017 in my calculation of tuition paid in 2018?

No, you cannot use the same tuition expense for two different tax years.  Since you already claimed the expense in 2017 you cannot also claim the expense in 2018.
