My husband is 100% P&T disabled from military service. due to this, student loans were discharged. We did not receive a 1099-C however. Any ideas how to reports this?

You do not report this. The discharge of student loans due to disability is not considered taxable income and you will not receive a 1099-C nor will you include this on your tax return.
