If you paid the expenses in 2018, you can only claim on your 2018 taxes. If you filed your 2018 taxes and did not claim those expenses, you would need to amend your 2018 tax return.

I am wanting to know what I need to do.
My 2020 1098T is blank in box 1, but I was charged in Nov 2019 for spring semester, but payments were not applied Jan 2020. Do I still put nothing in the box for claiming purpose or the actual amount that was paid. I am wanting to know because the difference of the two determines how much I am getting back on my refund. Thank you.
It is common that a Form 1098-T reflects the 2020 Spring semester fees being paid in the Fall semester of 2019. Per IRS, you are allowed to claim the credit or deduction for the 2020 tuition paid amount shown on the 2019 Form 1098-T in the tax year of 2020 as if the 2020 spring semester began in 2019.
As IRS allows you to claim an education tax break in the year you actually paid the tuition, if you paid in 2019 and have not claimed, you would need to amend your 2019 tax return. You do not claim on your 2020 tax return.
