If I electronic make a payment to Kent State University for my grandson tuition does that qualify for a tax deduction?

No.  Not unless your grandson is a dependent on YOUR own tax return.  Otherwise the generous amount you paid to KSU is a gift to your grandson.  Gifts to individuals are not deductible.
