Can we claim an education deduction or credit without 1098-T?

Our daughter attends U of Victoria, a Canadian public university that is an "eligible educational institution",  Federal School Code: G08370. I believe this means we can claim tuition and fees we paid as a deduction or credit on our taxes. However the university has not provide a 1098-T report. Can we use the tuition/fees bill instead to provide the data?

You do not have to have a Form 1098-T to claim qualified educational expenses.  TT asks if you have one and, if not,  then asks you to enter your information from whatever source you do have.

Am I eligible to claim an education credit?
You are not eligible to claim the American Opportunity Credit.
You cannot claim the American Opportunity Credit because the student, during 2016, did not attend an institution eligible to participate in a student aid program administered by the U.S. Department of Education.

You are not eligible to claim the Lifetime Learning Credit.
You cannot claim the Lifetime Learning Credit because the student, during 2016, did not attend an institution eligible to participate in a student aid program administered by the U.S. Department of Education.

You are not eligible to claim the tuition and fees deduction.
You cannot claim the tuition and fees deduction because during 2016 the student did not attend an institution eligible to participate in a student aid program administered by the U.S. Department of Education.
