A 1098-T is not required to claim deductible education-related expenses. But to claim a credit, you must fulfill the required terms for the applicable credit.
Why did you get this certificate?
If the certificate was required by your current employer, or if it will improve your skills in your current job, then it is deductible as a work-related education expense. It would go on Schedule A, subject to a 2% of AGI floor (2% of your adjusted gross income will be subtracted from your work-related expenses).
If the purpose of the certificate was to qualify for a different job, then it is not deductible.
