When is K1 done year of death or final probate?

I am the executor for my late Aunt's estate, she died in 2017 but probate has not yet completed (now 2018), when do I need to file a 1041 and how and when do I issue the K1's, are they done for 2017 or in the year the $ is distributed? Also what if I do not and cannot get a beneficiaries SS # because they do not want to provide it to me?
