Got it off Turbo Tax itself:
This is happening to me too and now the form won't be ready until Feb 22nd. Every year there is a new issue that stops filing early.
Really not helpful that TT can't just explain where it's coming from so we can all stop asking and theorizing.

Good News: The "DO NOT FILE" is no longer on my FORM 3800
Bad News; Am still getting the Needs Review message!!
Anyone else??
Same problem here after today's update.
'Needs Review' is still there.

All of you have been aware of the 'Needs Review' issue so far. After applying today's update, we are still seeing the same issue. This is not an occasional occurrence but has widely affected all 2024 Home and Business users, causing frustration. Please escalate this issue to the appropriate department and get it fixed ASAP. We believe this issue can be easily reproduced on your end as long as you use the 2024 Home and Business edition.

P.S. As long as the business has a positive number income, it triggers the "Needs Review' alert immediately. A negative business income shows correctly.
Went through the interview again. Not sure if this is the issue but here goes:
At the Section in Interview under Business Income: ANY 1099-MISC INCOME
Turbo Tax wont let me keep the "NO" to the 1099 MISC question, even though I don't have any any of that !!
I check the "NO" box, and move forward but then come back to view it again and it's reverted to YES!
@Jenndy43 I just tried it and I got the same. The Yes for ' I have income on a 1099-MISC' keeps being checked.
I also tried another case: you make your expense more than income. The negative income is showing there correctly even though 'Yes, I have income on a 1099-MISC' is checked.
You think this is why we keep getting the "NEEDS REVIEW"?
It looks like we're on our own here.
I just made a completely separate post asking asking why 1099 MISC keeps reverting to YES - but I'm not sure my posts are ever seen, lol

In the Business Income Section:
Can you please check why, when you enter a NO as to whether you received a 1099 MISC form - in the Business Income 1099 MISC Section, it keeps reverting to YES??
You check "no", then push continue but when you come back to make sure it's NO, it's reverted back to a YES!!
I'm not sure this is the issue but it should be fixed anyway!
@Jenndy43 Can you check your 2023 home and business to see if that option keeps checked? If yours was unchecked, then I think it could be the root cause in 2024.
(I was unable to check it as my 2023 version also showed 'needs review' if I made a positive business income. --- I actually had a negative income in 2023 and it showed correctly in 2023 version )
@Jenndy43 I entered some data in MISC 1099 income section. It still shows 'needs review'
