Publication 463

Is this publication is wrong why is it on the IRS Website they should remove it. just saying. 

 

What happens if a vehicle goes to personal use and gets traded later does that matter anywhere. I don't see why it would but who knows since am told this publication is wrong. What other publications are wrong?
