For 1099-R Turbo Tax asks if Box 14 says "EXEMPT" and if so, to leave it blank. My 1099-R lists: Box 12 "EXEMPT" and Box 14 "NY" What do I enter for Boxes 12 and 14?

It appears that either my 1099-R or Turbo Tax is incorrect.  Please clarify.

Please leave box 14 (state distribution amount) blank and put NY in box 12. When continuing through TurboTax you'll see that NY is checked as your distribution The program will ask you about your NY distribution, and apply it's correct state treatment on the state taxes. Please see attached pictures.
