Have you tried starting in safe mode as the other users here have suggested?
I used safe mode with networking to activate my TT 2024 and then started it in regular mode. Have received my refund already. Good luck!
The Microsoft VisualC++ seems to be the key. After spending an hour on the phone with Intuit support (that I could barely understand) and not getting any help, I went to google and 10 minutes later I was up and running again. Don't they have access to this?? She kept saying let me see if anyone else has the problem, kept telling me to run as administrator and update windows and update device drivers....
Thanks to all for this suggestion!!! After hours of agony trying to get back into TT to finish up for tax day, it appears that the repair to C++ did the trick.

Run a repair of Microsoft C++ It’s one of the programs installed on Office. Then restart your computer…. Good luck!
1. Uninstall/remove the current version of Microsoft C++.
2. Download and install the latest version from Microsoft.
3. Restart you computer, start Turbo Tax.
I tried opening my TT deluxe again recently and now I get another error. I get error 1603 when it tries to update. This is ridiculous. I have filed my taxes but wanted to go in and print for my son. It would not launch but give me an error that says Error 1603: "A fatal error occurred during installation or updating" I am able to start it in safe mode and skip the updating part and work within it. I am able to print what I need also. I am able to put all tax information in it in safe mode and save it. I was able to disable the updating while in safe mode too. But it still won't update in regular mode or safe mode. There doesn't appear to be any new information in the update needed since I did my taxes, so I don't know what is in the update that won't allow the update to install. Just thought I would throw this informatio out there.

Thank you for the link. I have tried all of the steps I have encountered other than uninstalling and reinstalling. I don't want to do that given I have already filed taxes and can get to everything I need in safe mode. I just wanted to bring this error to the attention of the community.
