I am a little confused on issuing some 1099s. We are a festival and we book bands on specific dates. The band can choose to play or not. They use our equipment. Should they be invoicing us versus us doing 1099s since we write the schedule?

If you paid any band $600 or more you should issue them a Form 1099-MISC. They should also complete a Form W9 to get their information.
I have also read where it is different if the band is listed as a business versus using an individual's social security number. Where the payment goes to an individual and that person distributes it to each band member. With a business, the business probably issues individual payments.
