I have a child born late last year that is technically eligible for the DC Early Learning Tax Credit. I didn't incur any expenses for the child and will not claim the credit. However, Turbotax refuses to let me file the return without my providing information about the "facility" where my child got care. She never did and there is no info to provide. I asked this question elsewhere and was told to delete the form from Tools, which I did. Now the form is not present on the list of DC forms but I STILL can't e-file because Turbotax considers it an error that the form isn't filled out. I'm stuck in an infinite loop of being sent back to "fix the error" or else I can't file.

This is an old thread, but it didn't include a solution and it's a problem I just faced myself, so I wanted to include what ultimately worked in case anyone else is still experiencing this issue (and as a reminder for myself as I faced this issue last year too, but still couldn't immediately figure it out this year).
What to do:
1. You need to fully delete the State return and start again. Unfortunately, there doesn't seem to be a way to just edit things once you've triggered this loop in the process that is requiring you to submit an ELC for a facility.
2. When it gets to the page asking about the Keep Child Care Affordable Tax Credit, do not click the 'edit' button next to your child's name, which has likely been pre-populated. Just click continue.
That's all! That should resolve it and there should not be any errors when you get to the state return review page. But if you ever click the 'edit' button on the Keep Child Care Affordable Tax Credit page, it will take you through the loop requiring information about the facility, even if you say you didn't have any expenses. Definitely seems like it's a bug that should have been resolved by now (7 years after this post was created), but unfortunately, that doesn't seem to be the case.
