That's because TN does not have a state income tax. So leave Boxes 15-17 blank.
It is true the TN doesn't have any income tax, but every state (including the other states that don't have income taxes) are available in the dropdown except TN. When "TN" is printed in Box 15 on a W2, people should be able to put it in the field on TurboTax. Seems like an unforced error to me.
For military stationed in other states, but TN as place of residence, this needs to be fixed!
TN is not an option for box 15 on a W2 because TN does not tax wages so there will not be any state withholding by TN.
Then how ***** do we pick a state? How am I supposed to select a state when I can't even find it on the list. This needs to be fixed!

There are 8 states that do not have a personal income tax, Tennessee is one of them.
Leave boxes 15 thru 20 blank (empty) on the TurboTax W-2. If you still continue to get an error delete the W-2 and re-enter manually.
The fact that TX doesn't have state tax doesn't stop it from being an option. TN had to be added in in order for it to work. Regardless of adding it manually. It doesn't appear.
