I'm a fellow user and can tell you how to remove "Premium Services". Premium Services is added if you are a California filer who chose to pay the TurboTax fees out of the Federal refund. That method adds a $45 service fee along with some other benefits in Premium Services Bundle. If you don't want it, you have to decline Premium Services and pay upfront with credit/debit card.
Premium Services also includes audit protection and ID protection services in addition to the "pay out of refund" option. See the 2 FAQs below:

I'm a fellow user. I don't work for TurboTax. Are you also wanting to downgrade from Deluxe Edition to the Free Edition? You may or may not be able to use Free Edition. See the following:
You appear to be using Deluxe--at least that is what is displayed underneath your question. Deluxe has a fee for both the Federal and state return, if applicable. Either you ended up there by mistake or some situation in your return caused it to upgrade. The Free Edition is for very simple 1040 returns with no additional schedules except for Earned Income Tax Credit, Child Tax Credit, and student loan interest.
You can try to downgrade, but if it encounters a situation Free Edition can't handle, it would ask you again to upgrade.

If it turns out that you can't use Free Edition, another option is to look at the various free products offered at the IRS website, some of which also include a free state return.

Also in the FILE section when TurboTax program asks how you want your Federak refund, be aware that if TurboTax offers you a "get your refund up to 5 days early" option, in some cases there is a $35 fee for that.
