How do you delete federal and state estimates? I don't plan on paying them and using the delete a form feature does not work.

You do not need to delete the estimated tax forms.  They are for your use only to be used or not, your choice.  They are not included in either the federal or state tax returns that were filed so neither the IRS or your state has any knowledge of these forms.
