As in the past, I tried preparing 1099 by going to Turbotax (desktop)/File/create1099. However, after logging into my account, I see the following screen that says: Welcome to QEF......and doesn't go away for letting me create 1099. How do I get the screen that would let me create my 1099?

There are 2 ways in the Windows Home & Business program to create 1099. Either Online using QEF Quick Employer forms OR directly on your desktop inside the program. I don't know about using the QEF online. Haven't heard anyone having that problem. Do you want to use the Desktop method?
On the beginning screen that has the Continue box and Start a New Return blue button, below is the Create 1099/W-2 button. Or you can go up to File-Create 1099/W-2. That will open a box to Create employer forms in the online Quick Employer Forms (QEF). OR you can pick Create forms on Desktop at the bottom. If you use Create Forms on your Desktop you have to mail them to the IRS and not efile.
Thank you, VolvoGirl. If I try to use the Desktop version as you suggested, it asks to transfer last year's tax return file, "2024 W2 / 1099" and I don't have W2 / 1099 in my last year's return because I had used the online/QEF method
Sorry I don't know about transferring QEF to Desktop. If you used the QEF last year you should stick with QEF this year.
