"Can I deduct the State of VA costs associated with operating an active LLC and the cost to hire a Registered Agent as required by State law?

Yes, this is deducted on your business return.  If you are filing a 1065 for the LLC, it will be deducted there.  If you are a single member LLC and have not elected to be treated as a Corporation, then it will be deducted on your Schedule C.

Yes, this is deducted on your business return.  If you are filing a 1065 for the LLC, it will be deducted there.  If you are a single member LLC and have not elected to be treated as a Corporation, then it will be deducted on your Schedule C.
