The IRS forms print out 1095-A with Part II (Covered Individuals) blank. My 1095-A is only for me not for my wife. How can I access row 16 and fill it in? Or when will TT actually do this? If this is blank it will likely be rejected by the IRS.

Check your copy of Form 1095-A. If your Health Insurance is only for you, that is assumed in Part I of the form (Recipient Info), and no entry is needed in Part II.
Enter your 1095-A as it is reported to you. If you need to go back and Edit your entry, type '1095-A' in the Search area, then click on 'Jump to 1095-a'.
Here's more info on Form 1095-A.
When you enter the 1095-A it is to populate the form 8962 and the covered people is not needed on that form which is why the program skips that entry section ...
