I am not sure what this means. My version have this option included, but why do I still need to pay 45 dollar per state to file a state return, while I have the same version last year and it didn't need to?
I have Deluxe and upgraded to Premier, but I still needs to pay that fee.

Are you using the Desktop CD/Download program installed on your computer? Where did you buy Deluxe? In the stores Deluxe comes 2 ways, Deluxe with a free state PROGRAM download, and Deluxe without state for states without income tax.
In the Desktop program you get one free state PROGRAM download to prepare unlimited state returns. Then each state return (including the first one) is $20 to efile, usually goes up to $25 March 1. Or you can print and mail state for free.
If you need to do a state return for a different state you have to buy that state program for $45.
And you don't need to upgrade to a higher version. All the Desktop programs have the same forms. You just get more help and guidance in the higher versions.
If you upgraded to Premier you have to pay when you upgrade. Sounds like you might be in the Online version instead of the Desktop program. If you see a black menu bar going down the left side that is Online version. The Desktop program has a blue menu bar going across the top.
I have a CD downloaded version. I bought it in Washington State (Costco) and also live in the Washington, where there is no income tax. But I need to file state income tax from Oregon and Illinois. So does that mean I need to pay 90 dollars?
Our TurboTax CD/download software lets you prepare and paper-file as many state returns as you want.
However, it only lets you e-file returns for up to three different states for each federal return you prepare. The remainder will need to be paper-filed.
If e-filing multiple states is important to you, TurboTax Online lets you e-file up to five state returns per federal return.

Since there is no state software for WA, you do not need to worry about that. Use one of the other states as your "free" state download; but you will have to pay $45 for the other extra state. You can avoid the $25 state e-filing fee if you print and mail the state returns instead of e-filing them.
