If a 2210 was not done for previous year...how you figure the previous year tax liablity?

turbotax wants info for form 2210...i don't get it. one explanation says the instruction for line 8 of form 2210 is on line 35 of 1040..

Your prior year tax liability is the tax on the return before credit for tax withheld and/or paid in.

So it is line 63 of a From 1040, or line 39 of the Form 1040A.
