You may have multiple accounts without realizing it.

Did you use Online TurboTax in prior years, but don't find the prior returns return in your Tax Timeline?   If so, then you likely have multiple accounts and signed into the wrong one.  If you used the desktop version (CD/download) for any year), then it won't be in an online Tax Timeline.

To get a list of your User IDs and recover account access, you can use the tool at the link below.  Try using your phone number first.  If you try using your email address, and you have more than 1 email address, you should run the tool on each one.

NOTE: Before running the account recovery tool below, log out of all Intuit accounts including this user forum, or you might end up in a loop.  Then clear your browser Internet cache, close your browser, then reopen it, and go to the link below.  You may wish to copy this link so you can paste it into the new browser session.

If still no luck after running that on each email address you have, then run the tool yet again, but this time choose the small blue link that says "Try something else", and it will look you up by SSN and other parameters.

Once you find the prior returns, if they are locked, we can tell you how to pay for a 2016 product to unlock them.
Or you can download a free 2015 tax return transcript at this IRS website:

Sorry, but I don't understand any of that.   Can you explain it better or differently?

You said "had to pay in federal I paid from my checking account at the bank"    Did you owe Federal taxes due when you filed your return?

"when I go into irs to see where the other portion is"
What other portion?  What does that mean?

Does your 2018 return that you filed show Federal taxes owed or a Federal refund?

Look at your 2018 Form 1040, Line 20a.  Is there a Federal refund amount shown on that line?  If so, that's the figure to use at this IRS website to check on a Federal refund:
https://www.irs.gov/Refunds

If your 2018 return shows you owed taxes due (Form 1040, Line 22), then you can't use that IRS tool.  It's just for refunds.

What TurboTax product did you use?  Was it online TurboTax, and if so, which edition--Free Edition, PLUS, Deluxe, Premier, etc.?

You also wrote:  "then the same amount was taken from my state refund."

I don't know what that refers to.    Taken by whom, and for what??
