Wondering how to Amend a 2020 tax form (filed 2021) from a Turbo Tax CD download? I am not sure if I can still amend online or if I had to send by mail?

When you are ready to file your amended 2020 return you have to mail it. It cannot be e-filed.. Use a mailing service to track it so you know the IRS received it since it takes them months to process amended returns. In order to amend --- you say you have the CD/download. So open the return and go to Other Tax Situations. Scroll down that screen and you will find Amend a Tax Return.

If I no longer have the CD, would I need to repurchase the CD for that year?
