When your file your tax return successfully and you choose to pay your fees from your Federal refund, the TurboTax program considers the fee paid, even though the federal refund has not been released yet. This is why you see "Payment Completed".
As soon as your return is accepted by the IRS, your info shows at SBTPG, it should have your expected refund amount and it will say that they have not received your refund yet. Once they have your return it will update and tell you when they received it, what they received, what they deducted and when they sent it to your direct deposit account.
The 1400 is the third Stimulus payment. You didn't get the first 2 of 1200+600? Then you should have $1,800 on your tax return line 30. Was it there? Were you claimed as a dependent in 2019 or 2018? Did you file a 2019 return?
Also when did you file? The IRS is taking a very long time to pay refunds. So don't be surprised Turbo Tax might charge your bank account for the fees before the IRS sends your refund. They will send you about 4 emails before they debit your bank account.
