My return was accepted early, on Jan 16. Do I start counting from then or from when the IRS opened, on the 26th? My WMR is still showing pending and my transcript is blank. I am not PATH and I do not have any notifications.

Forget "21 days" since it is not a promise from TurboTax or the IRS. Just use the IRS refund site to track your refund.
TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2025 Form 1040) of your federal refund to track your Federal refund:

Note: “Accepted” is not the same as “approved”. TurboTax tells you the e-file was accepted if the IRS deems that there is enough information on the return for them to take it in for processing. Only the IRS can approve of the refund, which is a later stage of processing. If the IRS approves your refund they will provide a date for the refund to be issued.

I already answered much of this. I clearly stated I am NOT PATH and that I had been checking my WMR, so I know how to do all of the things you have said.
It begins January 26. Seeing a "blank" transcript (often labeled "N/A" or "No return filed") is completely normal during the first 10–14 days of processing.
Your transcripts will actually update before the "Where's My Refund?" (WMR) tool does. Watch for a "Cycle Code" and "846 Refund Issued" code on your Account Transcript—that is the most accurate sign that your money is on the way.
Since your clock started on Jan 26, your 21-day window ends on February 16. However, because February 16 is Presidents' Day (a federal holiday), the IRS likely won't update or fund until the 17th or shortly after.
