What do you mean on Fed. Instructions to "Attach the first copy or Copy B to the front of your form 1040?

When you mail a tax return to the IRS you have to attach a copy of your W-2 to the Form1040 (or 1040EZ, 1040A, etc)

If you have a 1099R it also needs to be attached to the tax return form.  Look at the left margin of your tax return--see where it says Income  and beneath that it says "Attach Forms W-2 here"
