My fed tax payment was scheduled (via turbo tax) to be paid from my bank on 13 April - same way I do it every year. It did not happen. My state payment scheduled for 13 April did happen. What do I do?

I don't have an answer for you but the same thing happened to me except my payment was supposed to be taken on the 14th of April. The state payment did happen just as yours did. I'm wondering the same thing.
It may take a few days for the payment to appear on your bank account. I suggest you wait a few days. You can call the IRS at 1-800-829-1040 if you want, but they may tell you the same thing.
I had the same issue as I mentioned in my earlier reply so I went to the IRS site and created an account. I found that they had not processed my returns and it was after the date that the money was supposed to be taken from my bank account. I went to the IRS site today and found that they had processed my return but indicated that I had not paid the mount due. I could not find another way to use TurboTax to initiate another payment so I used IRS Direct Pay for the balance due. Hopefully this helps.
In a normal season, the IRS will debit your account on the date you specified or soon after. We have had several reports of the IRS not debiting accounts on the scheduled date. Just be patient -- the IRS will take your money!
If you want to check the debit date you specified, look on the filing instructions for your return. It will tell you the debit date the IRS or State will deduct the payment. If you did not print them out you can view them using the following steps:
TurboTax Online
To get back into your return after printing or e-filing, please follow these steps:
In TurboTax Online, sign into your account.
You should be on your Tax Home page.
Scroll down to Your tax returns & documents.
Select 2020, and then select Add a State (you're not actually adding a state, this just gets you into the right menu).
Once you're in your return, you can navigate around as usual.
Click Tax Tools (in the black bar on the left of your screen) and then click select Print Center.
Click Print, save or preview this year's return
TurboTax CD/Download
Go into Forms Mode by clicking on the Forms icon in the top right of the blue bar.
In the Forms in My Return list on the left, click Filing Inst. [It's usually toward the bottom of the list.] The form will appear on the right side of the screen.
You can view the form on the screen or you can print a copy by clicking the Print box at the bottom of the screen.
To return to the interview, click on the Step-By-Step icon in the top right of the blue bar.
The IRS does take some time to withdraw funds. They are backlogged. Try waiting up to a few days before the May 17 deadline before prompting a secondary means of payment. Otherwise, it could end up that you double pay and then have to wait for a refund.
To determine if there is a problem, check your account here: IRS: View Your Tax Account Information.
If the payment has still not been withdrawn and you are within a few days of May 17, go to IRS Paying Your Taxes for options or see 2020 Form 1040 Instructions, page 62. Payment options include:
mailing in a payment using Form 1040-V Payment Voucher, or
by using either Direct Pay or
by using the Electronic Federal Tax Payment System (EFTPS).
