Do I need to cut the paper I got my W2 in? It has 4 copies (copy A, copy B and copy 2) on one sheet of paper. Do I need to cut a quarter of the sheet and only submit copy B by mail or should I sent the entire sheet with 4 copies.

Each copy is labeled as to which should be attached to your Federal Tax Return when mailed.
Usually, Copy B to be Filed with Employee's Federal Tax Return.
