Turbotax projected 2023 "balance due"

On your website, my projection for 2023 shows about $2,900 due. Does that mean due to me or to IRS? I've always received a refund (this year it was $3,000) so can I assume they mean it's a refund and not a balance due to IRS? (sorry if this is a repeat, I wasn't sure if it would be seen in the many "reply" responses)

"Balance due" refers to money that you will owe.
