No, it isn't an issue since you didn't file your taxes with the original W-2. If you have already filed your taxes, you will need to prepare an amendment. Don't make any changes until your tax return is fully processed, which means you have received your refund or if you have a balance due, it's deducted from your account. If your tax return is pending, don't make any changes.
Once your tax return has been processed, you can prepare your amendment.

My concern is that shouldn’t I be receiving a W-2c instead of another W-2? I didn’t file taxes yet because I was waiting to receive a W-2c to avoid delays.
Each W-2 is from the same employer. Wouldn’t I have to add both wages on each W-2’s?
Both W-2’a have different wages. The newly issued W-2 has the correct wages & the original W-2 does not. None of the W-2 are marked voided or corrected. I tried explaining to my employer that I need a W-2c, but he doesn’t seems to understand & states it will not be an issue when I file taxes. Now, I’m deciding if I should file taxes with Form 4852 since I’m having trouble obtaining a W-2c. What would be your recommendation?
It is possible your employer didn't send the original W-2 to the IRS before they issued the new one. In that case you don't have anything to worry about. If they sent the original then they would need to issue a corrected one to fix that. In either case, the IRS will have a copy of one of the forms so once you file your tax return if your W-2 entry doesn't agree with what the IRS has, they will send you a notice and you can straightened it out then.
Also, you many be able to see the transcript record the IRS has by logging into your account with the IRS.
