I entered my account into into TurboTax to pay my State Tax liability. The funds have not been withdrawn. Is there a way to see the date it scheduled for or its status?

I believe I scheduled it to come out on April 12th from my notes, but I am not seeing any withdraw from my account.

The TurboTax FAQ below will explain how to access your "Electronic Filing Instructions" page. On that page, you'll see the options you selected, including the date you requested for direct debit.

Each return will have a separate Electronic Filing Instructions page, so you'll see the state one as the first page of the PDF of your state return.

As far as the status of the debit, only your state Department of Revenue will know that.

@cdfirman I just realized you're using the Desktop platform (as opposed to the Online platform).
The instructions I posted in this answer partially apply to the Online platform.
In the Desktop platform, the first page of your PDF for your state return will be the Electronic Filing Instructions page. As I already said, that page will contain your selections for direct debit. If your date is correct and the funds have not been debited on 4/12/2019, I'd recommend calling your state DOR for clarification. Also check to make sure you entered the bank routing and account numbers correctly.
