The IRS sent me a cp21b , it was a $1400 IRS refund that I supposedly didn't claim in 2021. Do I need to include that as income for my 2024 tax? if so where? thanks

No. The stimulus payment (EIP3) you received from the IRS is not reported on a 2024 tax return.
