TurboTax does not receive any kind of tax refund, federal or state. TT has no knowledge of what happens with the processing bank and cannot help you at all.
If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the service charge deducted. The third party processor will deduct the TurboTax fees plus the service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.

Turbotax gets out of it by using an intermediary bank.
IRS get out of it by disclaiming any responsibility for an incorrect direct deposit.
That leaves you to work it out with Green Dot Bank.

Please tell me you figured it out because I'm still missing my 2021 return and ira directed me to green dot and they cannot find my act so where did my money go I blame TT!!! Illegal stuff going on
I recommend you check your tax forms to see what account number was entered or refund method you chose. From there you will know who to contact regarding your refund. You can save your return as a PDF and review the documents.
