Why are they counting my 1099-DIV when no money was received, the dividend stayed in the account?

The dividend is income to you, no matter what you do with it. The income was available to you. Reinvesting it in the account was your choice. You have to pay tax on the dividend income whether you reinvest it or take it out and spend it.
