I have not claimed taxes since 2012 so I'm behind on 2013- current year. I would like to bring my taxes up to date to 2016 for now. Can I do that with Turbo Tax?

You can, except for 2013. Software for 2013 is no longer available or supported by TurboTax. It is too late to receive a tax refund for 2013. If you owe tax for 2013, your interest and penalties have been accruing.

To file a return for a prior tax year

Only a 2017 return can be prepared online and e-filed.

If you need to prepare a return for 2014, 2015, or 2016 you can purchase and download desktop software to do it, then print, sign, and mail the return(s)

Remember to prepare your state return as well—if you live in a state that has a state income tax.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS received the return.

Thank You. I'm just concerned about penalties even though I don't anticipate getting back much maybe even nothing.

If you owe when you prepare your returns, pay as soon as you can. TurboTax will not calculate interest or penalties. The iRS will calculate and bill you for any penalties/interest based on how much you owe and when they receive the returns.

TurboTax is not the only tax software. Other software is still available for earlier years. We're not allowed to name them here.

When you mail your returns, make sure each tax year's return is mailed in its own separate envelope so the IRS does not miss seeing one.
