I am submitting an amended return, state and federal. The instructions printed out for both, I was able to pay federal electronically, but not state. The first page on the state (8453-OL) says "DO NOT MAIL THIS FORM TO FTB" should this be omitted when I mail in my amended return. Additionally, there is not a 3582X form included. But there is a 1040 X. Help!

Yes, you should not mail Form 8453-OL with your amended return. The CA amended return is actually just a Form 540 that will have amended return checked off in a box at the top. There will also be a Schedule X (explanation of changes) that needs to be included. Form 3582 is a payment voucher for e-filed returns only.

Or, include a check with the return - "Using black or blue ink, make your check or money order payable to the “Franchise Tax Board.” Do not send cash or other items of value (such as stamps, lottery tickets, foreign currency, and gift cards). Write your SSN or ITIN and “2018 Form 540” as applicable on the check or money order. Enclose, but do not staple, your payment with your tax return."
